The Office of Fiscal Integrity was established in Fiscal 2011 to ensure the accurate application of property tax credits. The Office also collaborates with State assessors to ensure that they have all relevant City information available to them when assessing real property. The Office of Fiscal Integrity's responsibilities include:
- Review and process applications for City Real Property Tax Credits.
- Maintain and update the City’s Real Property Tax Credit System.
- Draft and update as necessary the Rules and Regulations for City Real Property Tax Credits.
- Conduct appraisal reviews for Historic Tax Credit applications.
- Perform appraisal services for other City agencies as needed and as available.
- Manage PILOT records and provide data as requested.
- Promote the efficient exchange of information between the City and SDAT (State Department of Assessments and Taxation) regarding the status of real property within the City of Baltimore.
- Identify and pursue the appeals of erroneous assessments of real property within the City to reduce the number of undervalued properties.
- Review and report on assessment adjustments made to real property within the City by SDAT.
