Generally, the City requires a lien sheet if you want to delete the name of an owner of the real property from the Deed.

What is a City Lien?

What are the hours of operation?

Monday through Friday, 8:30am - 4:30pm.

How do I obtain a Lien Certificate?

You can request a Lien Certificate online.

Is there a way for me to check online if I have any outstanding liens on my property? 

No, you must request a certificate.

How long does it take to get a Lien Certificate back? 

Once you submit the request, allow seven business days to receive the Lien Certificate.

After I receive a Lien Certificate, how long is it valid? 

A Lien Certificate is generally valid for 45 calendar days from the date listed on the Liens Certificate. However, any lien sheets that are ordered from May 16th through June 30th will be void on July 1st of any given year.

How much does it cost to obtain a Lien Certificate? 

The cost is $55.

Can we put a "rush" on a Lien Certificate?

No, the City does not expedite processing. The City processes these requests in the order we receive them.

How do I check on the status of a Lien Certificate?

To check the status of a lien sheet, login to the Lien Certificate Application, call 410-396-3991, or visit the Liens Unit at 200 Holliday St., Room 1.

Do I need a Lien Certificate if my parents are deceased and the property goes to me?

Yes, if your parents did not have a life estate and the property is in estate distribution. No, if you are the person designated in the life estate.

Do I need a Lien Certificate if I am transferring my property from me to my company, child, or spouse? 

Yes, if transferring to a company or coming out of the title and giving property to a child or spouse. No, if you are adding a child or spouse to the deed.

How do I obtain a copy of the Lien Certificate upon completion?

We will mail a completed Lien Certificate to the address provided or you may pick it up at the Liens Unit.
