About Carla A. Nealy

Carla A. Nealy has served as the Chief, Bureau Chief of Revenue Collections for the City of Baltimore since March 2020.  In this role, Carla manages a staff of more than 100 employees and is responsible for the collection of all deposits for the City of Baltimore’s multi-billion-dollar portfolio. Carla and her team are also responsible for leading the City’s tax payment modernization efforts.  

Prior to her tenure with the City of Baltimore, Carla spent more than 30 years in commercial banking including tenures at M&T Bank and The Harbor Bank of Maryland. During her banking career, Carla had oversight for lending, credit, branch operations, facilities, electronic banking, and IT/Cybersecurity ultimately reaching the level of Executive Vice President/Chief Operating Officer at The Harbor Bank of Maryland.

Carla is actively engaged in civic and community organizations throughout Baltimore Wahington corridor, holding leadership and board positions with Western High School Foundation, Cultured Pearls of Service, United Methodist Church Foundation, Urban Financial Services Coalition, and a Gubernatorial Appointment to a state board providing loan guarantees for economic development.

Throughout her career, Carla has received numerous awards including Maryland Daily Record’s Top 100 Women recognition in 2022 and 2016 and Baltimore Business Journal’s CFO Award (Best in Finance) in 2016.  Carla received a Bachelor’s Degree in Finance/Economics from Towson State University and an MBA from the University of Baltimore.
