About Shonkaye S. Stanley

Shonkaye S. Stanley currently serves as the Deputy Chief of the Bureau of Risk Management, joining the organization in March 2020.  She has an extensive commercial insurance background, having served as an underwriter with State Auto Insurance Companies and MetLife Insurance Company and as a practice group leader with State Auto Insurance Companies.  

Shonkaye served on the Restoring Services Oversight Committee during the COVID-19 Pandemic as a co-lead on the occupational health team, charged with overseeing the continuity of government operations. She is responsible for protecting the city’s assets, including its people and property, by identifying, reducing, and eliminating harmful threats.  Shonkaye has been the recipient of several awards, most notably the President’s Award for simultaneously exceeding goals, for the Mid-Atlantic Region at State Auto Insurance Companies.  She was the first underwriter with less than two years of service in the region to receive the award.

Stanley received a Bachelor of Science in Telecommunications from Morgan State University and earned a Post-Baccalaureate Certificate in Public Management and Leadership from Walden University.  She also earned an Associate in General Insurance from The Institutes. Stanley serves as a board member of the Chesapeake Chapter of the Risk & Insurance Management Society.  She is also a proud member of the New Psalmist Baptist Church, where she serves as a class facilitator and youth advisor in her spare time.
