About Jennell A. Rogers

Jennell A. Rogers, Chief, Bureau of Treasury Management, was appointed on March 5, 2015. She oversees the issuance of the City’s debt obligations, $4.5 billion outstanding debt portfolio, cash management and investments, and related policy issues.  In addition, she serves as the Finance Director’s designee on the Lexington and Baltimore Public Markets Board, and as a board member of the Maryland Government Finance Officers Association (MDGFOA), chairing the Debt Affinity Group. Prior to her appointment as Chief, she served as the Deputy Chief of Treasury Management. Ms. Rogers holds a Bachelor of Science degree in Finance from Towson University. Ms. Rogers has over 35 years of accounting experience and has served in other public finance positions within Baltimore City government.
