About Yoanna Moisides

Yoanna Moisides currently serves as the Deputy Director of Finance, Operations for the City of Baltimore. In this role, she provides executive-level guidance and oversight to various finance bureaus, ensuring that operational decisions align with the department’s goals and performance metrics. Her responsibilities include managing operations and leading complex, multi-agency projects with citywide impact.

Prior to her current role, Yoanna was the Chief of Staff for the Department of Finance, where she was responsible for the agencies human resources functions and led the operational Bureaus. Her experience with eh Department of Finance includes serving as the Principal Program Assessment Analyst and Senior Program Assessment Analyst. 

Before joining the City of Baltimore, she held several key positions at Maryland Legal Aid in Baltimore, including Assistant Director of Advocacy for Training and Pro Bono and Training Coordinator. She was instrumental in developing training programs and managing pro bono partnerships, significantly contributing to the professional development of legal staff statewide and the organization’s strategic planning.

Yoanna has also contributed to various publications and presentations, focusing on legal and social issues. She has held leadership positions in numerous professional organizations, including the American Bar Association and the Maryland State Bar Association. She is a Maryland Bar Association Lifetime Fellow. Yoanna is current Chair of the Retirement Savings Plan Board and a member of the Employee Retirement Systems Board.

She earned her Juris Doctor from the University of Maryland Francis King Carey School of Law in 2001 and holds a BA in Social Sciences Interdisciplinary, cum laude, from the University of Buffalo.
