About Bill Clinton

William "Bill" Clinton has served as Manager of the Finance Project Management Office in the department of finance since May 2018.   With over three decades of experience in the IT industry, Bill has successfully led numerous projects across various sectors, and held a variety of technical positions including programmer, program analyst, manager, and IT business owner.  Over the course of his career, Bill has developed deep expertise in project management, risk management, and process optimization, ensuring that projects are completed on time, within budget, and to the highest standards of quality.

Prior to his tenure with the City of Baltimore Bill served in a variety of business analyst and IT project manager positions with Full Circle Solutions and Technik and began his career in information technology with IBM.

Bill holds a Master of Science in Information Technology and an MBA from the University of Maryland University College. He received his Bachelor’s degree in Information System Management from UMBC.
