About Adam Manne

Adam Manne became Baltimore’s Chief of Procurement in June 2023. In his role, Manne leads a twenty-nine-member team and has oversight of the bureau’s three divisions: Procurement, Property Disposal, and Printing & Reprographic Service. Manne is also the chief architect of the City of Baltimore’s procurement transformation efforts.

Prior to serving in this role, Adam served as the Chief of Procurement for twelve years with Prince William County, Virginia. While working in Prince William County, Adam led procurements that saved the County millions of dollars. Manne successfully oversaw the procurement and implementation of a new Enterprise Resource Platform (ERP) and the Human Capital Management ERP. Under his leadership, the County won the following awards:

- 2019 National Procurement Institute Achievement of Excellence in Procurement

- 2020 National Procurement Institute Achievement of Excellence in Procurement

- 2021 Virginia Association of Counties Achievement Award- Procurement Office Workload Rebalance Project

- 2022 National Association of Counties Achievement Award- On-demand Procurement Training

Adam earned his Master’s and bachelor’s in business administration from Strayer University. He is as a Certified Public Procurement Officer, Certified Public Manager, and a Virginia Contracting Officer.
