Overview

Located in Upton’s Marble Hill neighborhood, this four-level historic property is adjacent to the renovated Marble Hill / Henry H. Garnet Park. Built in 1870 in the Second Empire architectural style, the building was erected as the Home of the Friendless and played an important role in social services in West Baltimore through the late nineteenth and twentieth centuries. The site is located within easy walking distance of many of Baltimore’s landmarks, including but not limited to the Maryland State Center complex, Maryland Institute College of Art, University of Baltimore, the historic Bolton Hill neighborhood, and more. It features convenient access to Metro Subway, Light Rail, and several high-frequency MTA bus lines. The City of Baltimore recently invested $2,200,000.00 to stabilize the property, including but not limited to the upper floors, roof and cornice.

Surrounding Investments

The Marble Hill neighborhood, located in the Historic Old West Baltimore Neighborhood of Upton, is an emerging neighborhood that has seen an increase in development and homeownership in recent years. City, State, and community stakeholders are partnering on development projects in the 800 blocks of Edmondson and Harlem Avenue. Planned development is set for the 1300 block of Division Street, 500 block of McMechen Street, 800 block West Lanvale Street and in the 1100 and 1200 blocks of Argyle Avenue. Additionally, there is a large-scale development project recently completed at 1315 Division Street (the former P.S. 103 school site) which is now called the Thurgood Marshall Amenity Center. In addition, 811 W. Lanvale Street (the Upton Mansion), was acquired by the Afro-American Newspapers/Afro Charities and will be redeveloped for their headquarters.

Potential Tax Incentives

This property is listed on the National Register of Historic Places as well as being a Baltimore City designated Local Landmark, thus making it eligible for the Baltimore City Historic Tax Credit (aka “CHAP” tax credit); Maryland Sustainable Community Rehabilitation Tax Credit; and Federal Rehabilitation Tax Credit. The site is located in the Upton community which sits within the West Impact Investment Area as is outlined in Baltimore City’s Community Development Framework initiative.
