The Department of Housing and Community Development (DHCD) has a big plan called the Framework for Community Development. This plan is like a roadmap for making neighborhoods better. The goal is to make big, positive changes in the neighborhoods.
We want everyone to think about what is possible in the future. The plan is like a dream for a better neighborhood, and it's also a plan for what to do. It's not just for DHCD; it's for everyone to work together—people who live in the neighborhoods, groups that help the community, and others like businesses and state leaders.
This plan is not set in stone; it can change as we talk about it and learn more. We want to keep talking with everyone to make our neighborhoods even better.
Aside from the work described in the Impact Investment Areas, the plan has evolved to include our Vacants Reduction effort, designed to address vacant buildings across the city at scale.
Also, each year, capital budget agencies make requests to the Planning Commission. DHCD's FY 24 - 29 presentation brings to light targeted areas of spending, as per the Community Development Framework. The presentation is also a good overview of the progress we have made and are making toward fair community development, offering more resources, and investing in all neighborhoods.
