DHCD helps homeowners and landlords fix their homes when there are emergencies or safety problems. We have programs to help people who don’t have a lot of money pay for home improvements. This includes fixing or replacing roofs, heating, plumbing, and electrical systems. We also help make homes more energy-efficient, reduce lead hazards, and make homes easier to access for people with disabilities.
- Emergency Mortgage & Housing Assistance Program - Assists eligible Baltimore City homeowners whose homes are at risk of foreclosure due to economic hardship.
- Weatherization - If you own or rent a home, you might be able to get help to make it more energy-efficient. This means your utility bills could be lower, and your home would be safer and more comfortable.
- Housing Rehabilitation and Repairs - We help fix emergencies, safety problems, and code violations in homes where the owner lives. This help is only for homes that the owner occupies.
- Lead Hazard Reduction - We help remove lead from homes where owners or renters live. To get this help, there needs to be a pregnant woman or a child under 6 in the household. This service is available for both owner-occupied and tenant-occupied homes.

LIGHT assists Baltimore City residents in obtaining and coordinating the delivery of a variety of no- and low-cost services to help them become more self-sufficient, safer, more stable and healthier in their homes. LIGHT Coordinators conduct assessments and screen clients for a range of needs and then match client needs and eligibility with available services (including energy-efficiency/weatherization, home rehabilitation, lead hazard reduction).
