On or about September 24, 2024, the City of Baltimore will authorize East Baltimore Development, Inc. (EBDI) to submit a request to the US Department Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) Grant funds from the Consolidated Appropriations Act FY-2023, Grant Number B-23-CP-MD-0724 to undertake the infrastructure improvements within their 88-acre redevelopment area, known as, Infrastructure Phase 2B. Phase 2B will consist of public infrastructure improvement work to be completed in the southeastern section of the project area on N. Patterson Park Avenue from Ashland Avenue to E. Eager Street; N. Chester Street from Ashland Avenue to E. Eager Street; and N. Washington Street from Ashland Avenue to E. Eager Street and on Ashland Avenue between Patterson Park Avenue and Washington Street in Baltimore City. The scope of work includes roadway improvements, curbs and gutters, sidewalks, updating streetscapes, lighting, storm drainage systems, replacing water mains and service lines, other infrastructure-related repairs and enhancements, design/engineering, and construction inspection and other fees/bonds. The anticipated infrastructure costs for the project from all source is estimated at $11,861,204.00. The total Community Project Funding (CPF) grant funding for this undertaking is $2,300,00.00.

The rehabilitation / improvement activities proposed are Categorically Excluded under HUD Regulations at 24 CFR Part 58 from the National Environmental Policy Act requirements. RELEASE OF FUNDS

The City of Baltimore certifies to HUD that Alice Kennedy in her capacity as the Commissioner of the City of Baltimore – (DHCD) consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows East Baltimore Development, Inc. (EBDI) to use CPF funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Baltimore – (DHCD)

certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Baltimore – (DHCD); (b) the City of Baltimore – (DHCD ) has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Druid Heights Community Development Corporation.

REQUEST FOR RELEASE OF FUNDS

On or about September 27, 2024 , the City of Baltimore will authorize the Druid Heights Community Development Corporation to submit a request to the US Department of Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) Grant funds from the Consolidated Appropriations Act FY-2023, Grant Number B-23-CP-MD-0725 to undertake the rehabilitation of the Druid Heights Maggie Quille Community Center (2140 McCulloh Street, Baltimore, MD 21217) to increase and enhance the services and programs within the Druid Heights community. This undertaking also includes the total renovation of a vacant row home structure (2128 McCulloh Street, Baltimore, MD 21217), which will include substantial rehabilitation in order for the planned expansion of community services, provide additional office space and increase community meeting space. The project will include new roofing and update public bathroom amenities (new toilets, sinks, faucets, stall doors and locks), new HVAC systems, new electronic security system including new doors and windows for the Druid Heights Maggie Quille Community Center. The undertaking includes the expansion of 2128 McCulloh Street requiring a total renovation due the existing conditions of the vacant property. The Community Project Funding (CPF) grant amount for these undertakings is $1,500,000.00. The total project cost from all funding sources is $2,425,000.00.

FINDING OF NO SIGNIFICANT IMPACT

The City of Baltimore – (DHCD) has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. On or about September 12, 2024, the City of Baltimore will authorize the Maryland Center for Veterans Education & Training to submit a request to the US Department Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) Grant funds from the Consolidated Appropriations Act FY-2023, Grant Number B-23-CP-MD-0716 to undertake a renovation / rehabilitation project and the expansion of program services of the Maryland Center for Veterans Education & Training Center (MCVET) located at 301 North High Street, Baltimore, MD 21202. The project is a reinvestment into the current facility which will include a cosmetic overhaul of dormitory space, (20) 150 square ft. +/- single occupancy rooms with common dining area and kitchen. MCVET will fund the total room and board housing expansion with grant dollars for lodging during the education and training program, for up to 1 year, rent free, with three meals a day. The education and training spaces will receive new carpeting, cosmetic upgrades, and ADA compliant features. A renovation of showering facilities, restrooms, and common areas will provide comfortable, safe, modern facilities. The investment will include the repair of the HVAC system, roof, furnace, and security features, to include fire doors. MCVET will increase the number AEDs in the building and First-Aid stations. MCVET will upgrade the commercial kitchen, refresh current IT lab, perform minor renovations on existing classrooms, update rec room facility with modern equipment, create an internal community resource center, and food pantry. Additionally, grant funds will be utilized in compliance with grant guidelines to pay for administrative functions, salaries, supplies, and materials related to the training mission of the center. The anticipated renovation cost for the project is estimated at $!,310,000.00, the anticipated costs of the operating and program support services is $1,690.000.00. The total Community Project Funding (CPF) grant funding for this undertaking is $3,000,000.00.

REQUEST FOR RELEASE OF FUNDS

On or about September 12, 2024, the City of Baltimore will submit a request to the US Department of Housing and Urban Development for the release of HOME Investment Partnerships funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, and the City of Baltimore will authorize the Housing Authority of Baltimore City (HABC) to submit a request to the US Department of Housing and Urban Development - Public and Indian Housing for the release of Project-based Housing Voucher funds under the U.S. Housing Act of 1937, as amended. The Housing Authority of Baltimore City (HABC) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of funds to undertake the renovation of the existing thirty-four units of transitional shelter housing and the creation of fifty-six (56) studio and one bedroom dwelling units supported by PIH/ HABC Project-based Housing Vouchers. The HUD PIH funding for the project is as follows: HABC Project-based Housing Vouchers – 56 PBVs. Additionally, the City of Baltimore HOME Investment Partnerships Division is supporting the undertaking with HOME American Rescue Plan (ARP) funds in the amount of $1,800,000. The total project cost is approximately $40,842,196 from all Federal, State, Local and private sources.
