Fiscal Year 2026 Pimlico Local Impact Aid Project Information 

The Baltimore City Department of Planning welcomes community partners and agencies to submit funding requests for Pimlico Local Impact Aid, also known as “slots funding” or “casino revenue.” Pimlico Local Impact Aid can be used for a wide variety of community development projects in the area around Pimlico Racetrack, including infrastructure improvements; facilities; public safety; sanitation; economic and community development, including housing; and other public services and improvements.

Eligible organizations can apply for funding to lead projects to create meaningful change in the Park Heights Master Plan area and the One-Mile Radius. See map. Complete request forms are required for review by the Pimlico Community Development Authority. Organizations can reach out to pcda@baltimorecity.gov with questions. 

The project request form opened on September 9. The final deadline is October 18, 2024.

Key Details 

• A guide to the community request form submission guidelines will be shared before the project request form opens. Email pcda@baltimorecity.gov with any questions. 
• All activities and services must occur within the Park Heights Master Plan area or the One-Mile Radius, which includes Liberty-Wabash, the Northwest Community Planning Forum, and Coldspring-Newtown.
• Eligible community organizations must have 501(c)3 tax-exempt status recognized by the IRS or be fiscally sponsored by such an organization; be a faith-based organization proposing a non-religious project that benefits the public; or be a public school proposing a project that benefits its students.
• It is highly recommended that applicants consult the Park Heights Master Plan or any approved neighborhood plans from the One Mile Radius.

Northwest Neighborhood Grants and Pimlico Local Impact Aid Quarterly Reports

State law requires recipients of NW Neighborhood Grants and allocations in the Local Impact Aid Spending Plan to track and report their spending and project progress on a quarterly basis. Grantees must complete a report form for every Local Impact Aid-funded project for which their organization or agency currently has active funding. Active funding means that a grantee has not yet submitted a final report accounting for how the totality of funding has been spent, and that the City has not yet confirmed that the project is closed. You can submit your quarterly reports here.

Quarterly Reports are due the first Monday after the fifth of the month, at the start of each new quarter. See below for a list of upcoming deadlines for the FY25 reporting period. Email pcda@baltimorecity.gov with any questions.

2023-2024 Northwest Neighborhood Grants Program

The Baltimore City Department of Planning (DOP), with the advice of the Pimlico Community Development Authority (PCDA), has awarded 12 Northwest Neighborhood Grants for the 2023-2024 grant cycle. This community-driven grant program provides funding of between $500 up to $30,000 to support meaningful and measurable changes for residents of the Liberty-Wabash, Northwest Community Planning Forum, and the Coldspring-Newtown areas. In 2024-2025, the Department of Planning and PCDA look forward to expanding the Northwest Neighborhood Grants into the Park Heights Master Plan Area.

The program is made possible by Pimlico Local Impact Aid, the State revenue generated by video lottery terminal funds and annually allocated by State statute for community development in neighborhoods near Pimlico Racecourse.
