The Water4All program is a payment assistance program to help Baltimore City residents pay their water bill. It also assists tenants and homeowners from service cut-offs or liens on their properties when they are unable to pay their water bill.
The Water4All program is a yearly program. You must reapply each year for approval.
Who is eligible?
- Residents of Baltimore City are eligible for the Water4All program
- Your household income must be below 200% of the Federal Poverty Level (FPL)
The Water4All program uses a formula to calculate the most a household should pay for yearly water and sewer services based on a percentage of their annual income.
For example, a 4-member household with an annual income of $55,500 or less may qualify for Water4All.
How to apply
- Fill out the Water4All application to get started
- You can fill out the application online, print out a PDF application, or call 410-396-5555 to request an application to be mailed to you.
- You will need to include a copy of your most recent water bill with your completed application.
- If you are a tenant, your address must match the address that is on the Water Bill Account.
- Proof of income and identification for ALL household members over the age of 18 must be included with the application.
- If you or a household member don't have a social security number, you can still apply for the program.
- If you need help filling out your application, you can visit your nearby Community Action Partnership center to work with a representative.
After you send in your application
You will be contacted once your application has been submitted, or if we need additional information.
For approved applications, it may take up to three months to see the discount on the water bill.
