BALTIMORE, MD. (Friday, March 15, 2024) – Today, the Mayor’s Office of Homeless Services (MOHS) released its 2023 Annual Report that analyzes the impact of the City’s homeless response system and the work of our community-based providers as we work toward our shared mission of creating a trauma-informed, person-centered, and data-driven strategy to supports our goal of making homelessness rare, brief, and nonrecurring in Baltimore City.
“I am excited to report our community's progress in advancing our mission to support the residents in Baltimore City who are at risk of or experiencing homelessness,” said Mayor’s Office of Homeless Services Executive Director Ernestina Simmons. “As a result of ARPA funding, the City of Baltimore has been able to make historic investments that will strengthen our ability to create additional programs, housing and supports that were not previously available. The projects that we have launched in the past few months and those that we will launch moving forward not only benefit the residents we serve, but it will increase efficiency in our overall homeless response system for decades to come. In 2024, we will continue progressing with an enhanced focus on securing essential needs, like permanent supportive housing, and ensuring that we are able to equitably deliver high-quality supportive services to all City residents.”
The annual report is in alignment with the City’s Action Plan on Homelessness, a living document that guides the core work of MOHS and Baltimore City’s Continuum of Care (CoC). Developed through collaboration with key stakeholders, subject matter experts, and people with lived experience of homelessness, the Action Plan outlines five core strategies that will bolster the City’s overall homeless response system and allow for greater diversion of homelessness through strategic investment and intervention:
Increase the supply of affordable housing
Create a more efficient homeless response system
Transform the shelter system
Improve access to employment and economic opportunities
Establish a Race Equity Agenda
MOHS works to further its mission by partnering with the City's CoC, community-based organizations, and other partners to provide housing, supportive services, and additional resources and supports that lead to long-term success and sustainability for the residents we serve.
