BALTIMORE, MD (Wednesday, July 3, 2024) – Today, the Mayor’s Office of Homeless Services (MOHS), in collaboration with the Department of Real Estate, released a request for proposals (RFP) to rehabilitate and convert hotels to permanent supportive housing for the City’s newly acquired Downtown Baltimore properties: the Holiday Inn Express, the Sleep Inn & Suites, and the parking lot between the two hotels.
The proposals should contain plans to rehabilitate the existing hotels for permanent supportive housing development on these properties with a mix of affordability levels. It is expected that proposals provide comprehensive onsite supportive services like individualized service plans, case management services, medical screenings, mental health services, workforce development, and additional support for tenants. Therefore, proposals should include a developer, property manager, and service provider(s) either with a memorandum of understanding(s) (MOU) between two or more organizations or within the same organization.
The official deadline for proposal submissions is Friday, August 16, 2024, at 3:00 p.m., and interested applicants should email one (1) electronic copy of their proposal to baltimorepsh@lesardevelopment.com. Late submissions will not be eligible for consideration.
