Emergency Shelter During Cold Weather

WINTER SHELTER STATUS: INACTIVE

The Mayor's Office of Homeless Services (MOHS) will provide extended emergency shelter to people experiencing homelessness on nights when the temperature with wind chill reaches 32˚F or below. 

The Winter Shelter & Code Purple Plan is in effect from November 1, 2024, to March 31, 2025. However, MOHS may activate winter shelter before November 1, 2024, or beyond March 31, 2025, if there is extreme inclement weather.

Overnight Emergency Shelter

When Winter Shelter is activated, Baltimore City residents must contact the Baltimore City Shelter Hotline at 443-984-9540 to get connected to emergency shelter for the night. The Shelter Hotline is available Monday - Friday from 8:30 am to 9:00 pm, and Saturday - Sunday from 4:00 pm to 9:00 pm.

Participating winter shelter locations will provide accommodations from 4:00 pm to 9:00 am the next morning. Facilities will shelter in place when temperatures are 20˚F or below at the time of release at 9:00 am. MOHS encourages all local homeless shelters to operate extended hours to allow residents to remain indoors during periods of extremely cold weather.

Winter Shelter Notifications

Winter Shelter is always activated at 4:00 pm unless stated otherwise. When activated, MOHS will notify all community stakeholders no later than 2:00 pm and dispatch Outreach Teams to notify unsheltered individuals without access to phone or internet services.

Extreme Cold Resources

Baltimore City Health Department

The Baltimore City Health Department (BCHD) leads a multi-agency effort to reduce hypothermia deaths and protect the city's vulnerable populations during periods of extreme cold weather, also known as the Baltimore City Code Blue Extreme Cold Program, which is from November 15, 2024, to March 15, 2025. The Health Commissioner may declare a Code Blue Extreme Cold Alert when temperatures with wind chill are expected to be 13˚F or below or when other weather conditions are severe enough to present a substantial threat to the life or health of vulnerable residents.

MOHS Homeless Outreach Team

The MOHS Homeless Outreach Team will canvass the city to notify unsheltered individuals without access to a phone or the internet about winter shelter availability. If you are concerned about a neighbor living unsheltered, please email HomelessOutreach@baltimorecity.gov.

The Mayor's Office of Homeless Services (MOHS) will notify the public via Instagram, Facebook, and X (formerly Twitter) no later than 2:00 pm when winter shelter has been activated.

Baltimore City Community Action Partnership (CAP) Centers

Anyone without home heating is particularly vulnerable to hypothermia and other cold-related health problems. CAP Centers provide subsidies to assist low-income residents with heating bills. Please call 410-396-5555 for more information.

Language Translation, Vision Impairment, and Hearing Impairment

Call 211 for language translations of winter shelter information. Individuals with vision or hearing impairment may access Winter Shelter services through MD Relay 711.

If you or someone you know is experiencing symptoms of hypothermia or frostbite, call 9-1-1 immediately.
