Conditions Related To Tropical Storm Ophelia Are Anticipated to Remain Hazardous

BALTIMORE, MD (Saturday, September 23, 2023) – Following a briefing at the Emergency Operations Center (EOC) earlier today, Mayor Scott designated the Robert C. Marshall Recreation Center located at 1201 Pennsylvania Ave as an emergency shelter. The Mayor’s Office of Homeless Services is engaging in outreach and assisting residents in need of transportation to the shelter.

Location: Robert C. Marshall Recreation Center, 1201 Pennsylvania Ave, Baltimore, MD 21217
Hours: Saturday, September 23, 2:00 p.m. through Sunday, September 24, 8:00 a.m.

A wind advisory remains in effect until 8:00 PM Saturday with Northeast winds between 20 and 25 MPH with gusts up to 47 MPH expected. Residents are encouraged to secure unsecured objects, including from their yards and roof decks. Tree limbs could be blown down and power outages may result. Sustained winds and rainfall will increase ground saturation and the likelihood for down trees across the area. 

Rainfall and storm surge could result in localized flooding. Current predictions call for .5” of rain today and another 1” to 2” of rain overnight. 

City agencies are on standby to respond to the storm. Residents should ensure they are in a safe location before the onset of strong winds and the possibility of flooding.

Keep cell phones charged and listen to local news for updates and follow the Baltimore City Office of Emergency Management for updates. Report all non-emergencies to 311 and call 911 in case of emergency.

Residents in low-lying areas that are prone to flooding may continue to park in City-owned garages in Fells Point, Harbor East, and Little Italy.

Parking remains free in these garages from now until Monday, September 25, 2023, at 7:00 AM. Parking is available on a 'first come, first served’ basis. Residents will be asked to provide proof of residency, such as a driver’s license, at the garages.

The garages included are:

  • Fleet & Eden Garage, 501 S. Eden Street Baltimore, MD 21205
  • Caroline Street Garage, 805 S. Caroline Street Baltimore, Maryland 21231
  • Little Italy Parking Garage, 400 S. Central Avenue Baltimore, MD 21202
