Baltimore, MD. (Friday, August 25, 2023) – Today, the Mayor’s Office of Homeless Services (MOHS), in coordination with the Baltimore Continuum of Care (CoC), released the 2023 Baltimore City Point-In-Time (PIT) Count Report. The report presents findings of the PIT Count, a count of people experiencing both sheltered and unsheltered homelessness, conducted on the nights of January 22 and January 23, 2023.

On the nights of the count, a total of 1,551 people was counted in emergency shelters, transitional housing, and unsheltered spaces such as encampments. This is down slightly from 1,597 people counted in the 2022 PIT Count and follows a four-year trend. Chronic homelessness is also down from 24% in 2022 to 15.5% in 2023.

The PIT Count provides a snapshot of homelessness on a given night and ongoing data analysis takes a comprehensive look at inflow and outflow of the homeless response system. The count is important because it helps the City identify and connect individuals, families, and youth experiencing homelessness to much-needed housing and support services. It is a critical planning tool for the CoC and involves mobilizing providers and volunteers for canvassing efforts. Also, the results from the count inform policy and provide critical data that helps Baltimore City access vital Federal and State homeless services resources.
