Under the leadership of Mayor Brandon M. Scott, the Baltimore City government is working toward the full restoration of resident-facing city services. As they have throughout the pandemic, the majority of City services can be accessed online or over the phone. Residents are strongly encouraged to continue accessing City services online unless they need assistance.

Baltimore has continued to lead through the COVID-19 pandemic with a focus on public health. To that end, masks are required inside all City buildings to protect the health and safety of our workforce and our residents.

  • Adult Evaluation and Review Service (AERS). This program conducts comprehensive evaluations that identify the psychosocial and medical needs of older adults and adults with disabilities. For more information, call (410) 396-6006.
  • Community Personal Assistance Service (CPAS). More information is available by calling Baltimore’s Maryland Access Point site: (410) 396-2273.
  • Health promotions.
  • Medicaid waiver supports planning.
  • Retired senior volunteer program.
  • Senior Assisted Living Group Home Subsidy.
  • Senior care. This program provides case management and helps with everyday activities such as bathing, dressing, laundry, and medication supplies to older adults and persons with disabilities. For more information, call (410) 396-1605.
  • Senior companions. People who qualify for this program will be visited in their own homes by another older adult for regularly scheduled visits. For more information, call (410) 396-9405.

Baltimore City Public Schools

In-person Services Restored:

  • City Schools will resume in-person learning for all students in all grades on Monday, August 30, 2021.
  • The Administrative Building (200 E. North Ave.) is open for enrollment activities and laptop/computer services (updated, 8/18/2021), with other activities occurring as necessary.
  • Masks or face coverings are required in all City Schools buildings.

Service Modifications:

Baltimore City Recreation and Parks (BCRP)

In-person Services Restored:

Many BCRP buildings have been accessible since restoring services in April 2021.

  • Senior programming.
  • Rec Centers: Youth, therapeutic, and general services/programming are restored.  
  • Special facilities: All facilities are open except Shake & Bake which is temporarily closed due to a plumbing issue.
  • BCRP’s Administrative Office located at 3001 East Drive is now open to the public.

Service Modifications:

  • The Permits Office is currently closed to the public.

Service Suspensions:

  • Indoor and outdoor aquatic centers: Pools are closed. The season ended on Labor Day

  • All services are remote. The BDC office is closed except by appointment.

Baltimore Office of Promotion and the Arts (BOPA)

Service Suspensions:

  • The Bromo Seltzer Arts Tower is currently closed. In consideration of the COVID-19 pandemic, BOPA’s public attractions and galleries are closed until further notice.
  • The open-air Farmers' Market closed for the season on December 19 with plans to re-open in April 2022.

Baltimore Police Department (BPD)

In-person Services Restored:

  • District buildings are open to the public. (Effective: 8/16/2021)

Service Modifications:

  • District community meetings are currently being held virtually.

Department of Finance (DOF)

In-person Services Restored:

The Bureau of Revenue Collections located at 200 N. Holliday Street will reopen to the public effective 2/28/22. Please note that the number of visitors in the lobby area will be limited to allow for safe operations, so please plan to anticipate possible wait times for in-person services.

  • Online services are strongly encouraged. Click here to access our "Online Services" website.
  • For people in need of additional assistance:
     
    • Billing: Customers can come into the Billing to obtain copies of bills.
    • Cashiers: Customers can come to the cashier's window to pay bills. Dropbox is available for customers paying by check or money order.
    • Parking Fines: Customers can come to Parking Fines to request trials, obtain copies of vehicular citations, pay vehicular citations, receive refunds, and obtain an understanding of what they owe to renew their registration.
    • Tax Sale: Customers can come into the building to be serviced by staff. In addition, there is a direct number for Tax Sales at 410-396-4500.
    • Property Transfer: Customers may enter the building to pay bills or go online to pay bills or transfer properties here. A drop box is available for paper transactions.
    • Refunds & Adjustments: Customers may come into the building for refunds and adjustments and get help to understand and obtain information on various bills and adjustments. 
    • Misc. Taxes & Business Licensing: Customers may come into the building to renew licenses and to pay miscellaneous taxes.
    • The Call Center is available for other calls at 410-396-3000.

Department of Housing and Community Development (DHCD)

In-person Services Restored:

Effective: 8/16/2021

Field Services Restored:

  • Energy audits.
  • Home visits.
  • Indoor building screens. 
  • Lead hazard reduction program.
  • Property inspections.
  • Rehabilitation services.
  • Relocation for property acquisition.

Department of Legislative Reference (DLR)

Service Suspensions:

  • The Legislative Reference Library is closed to the public until further notice. 

Department of Public Works (DPW)

In-person Services Restored:

  • Water bill-related payments, inquiries, and adjustments. 
  • Street sweeping services are back online.
  • Bulk trash and large appliances collection services for residents will resume on Saturday, October 2, 2021, with a modified schedule:
    • Collections will occur on Saturdays from 7 a.m. - to 3 p.m. with services focused on a different sector of Baltimore City each week.
    • Each household will be allowed the removal of up to three items per month. 
    • Residents can begin contacting 311 to request a collection date starting September 17, 2021. When residents call 311, service representatives will share the next collection date available. 
    • Collections will be limited to 200 bulk trash stops, and 30 white goods stop per Saturday. Requests received after this limit is reached will be scheduled for the following month.

Field Services Restored:

  • Meter Flow test.

Service Suspensions:

  • Neighborhood street sweeping.

Department of Planning

Service Modifications:

Department of Transportation (DOT)

In-person Services Restored:

  • DOT has been conducting in-person community meetings. 
  • Right-of-way permitting.
  • Towing services to the City’s impound facility at Fallsway. The public is allowed to come in during hours of operation without appointments to retrieve vehicles. No cash transactions at this time.
  • Street sweeping services are back online.

The following services have been restored as of 8/16/2021:

  • 48-Hour parking enforcement.
  • Peak-hour parking enforcement.
  • Scofflaw enforcement.
  • Towing services to the City’s impound facility at Fallsway.
  • Traffic calming studies.
  • Traffic investigations.

The following transportation services have maintained operations: 

  • Charm City Circulator. 
  • Dockless vehicles.
  • Harbor Connector.

Field Services Restored:

The following services have already been restored:

  • Abandoned vehicles.
  • Conduit contractors.
  • Federal contract work.
  • Maintenance operations.
  • Metered parking enforcement.
  • Residential permit parking enforcement.
  • Sidewalk paving work.

Service Modifications:

  • Towing services to the City’s impound facility at Pulaski Highway are available by appointment only.

Service Suspensions:

  • Street sweeping enforcement will be suspended until DPW resumes street sweeping services.

Enoch Pratt Free Library

Effective Immediately

Service Modifications:

  • The Library will continue to operate on a limited schedule through January 31st. Branches are open Tuesday-Saturday from 10 am-6 pm.

Environmental Control Board (ECB)

Service Modifications:

  • Since November 2020, the ECB has been conducting hearings virtually.

In-person Services Restored:

  • The ECB is open for in-person requests for information.  Requests for tax sale review for environmental citations should be completed online here.  If you cannot submit it online please call 410-396-6909 and leave a voicemail requesting that a tax sale intake form be mailed to you.  Be sure to leave your name and mailing address as well as a return telephone number.  

Fire and Police Employees’ Retirement System

Service Modifications:

  • There will be limited in-person appointments. In-person appointments will be offered only to members who have issues that cannot be handled virtually by video conference, telephone, or email. 
  • Appointments will be approved on a case-by-case basis as the F&P will limit the number of people inside the offices at one time.

Live Baltimore is offering all services by phone, email, and Zoom. No in-person appointments are available at this time.

Mayor’s Office of Children & Family Success (MOCFS)

In-person Services Restored:

  • All HeadStart programs have opened for in-person classes effective September 7, 2021. 

Service Modifications:

  • All Community Action Partnership (CAP) Centers will close for in-person appointments effective immediately. CAP Center staff will shift to a rotating telework schedule. Assistance will continue to be available through the Call Center at (410) 396-5555. Utility and rent assistance applications can be dropped off at a CAP Center Drop Box, mailed in, or completed online at bmorechilden.com/residents.

Mayor's Office of Correspondence and Constituent Services (MOCCS)

  • All Mayor’s Office of Employment Development centers has been reopened for in-person services.

Mayor’s Office of Homeless Services (MOHS)

Service Modifications: 

  • If you are unsheltered and would like to schedule an off-site visit from the Outreach Team, please call (410) 545-1862.    
  • In-person meetings with the Housing Assistance Payment Program (HAP) are available for current clients by appointment only. Please call (410) 396-3757 to schedule an appointment.
  • The Weinberg Housing and Resource Center (WHRC) has reopened to existing residents. WHRC is not currently offering drop-in services.

Mayor’s Office of Minority and Woman-Owned Business Development (MWOBD)

Service Modifications:

Mayor's Office of Neighborhood Safety and Engagement (MONSE)

In-person Services Restored:

  • The Baltimore City Visitation Center (BCVC) has resumed in-person supervised visitation and monitored exchange services and will accept referrals for cases involving intimate partner violence, stalking, dating violence, and/or child sexual abuse.

Division of Population Health and Disease Prevention

  • The use of the Center’s playroom activities has been modified.
  • Service intakes are being conducted virtually and by phone. Contact the Center Director at (443) 844-8931 with inquiries.

Office of Equity and Civil Rights (OECR)

Field Services Restored:

  • Investigators have resumed site visits to conduct in-person interviews.

Service Modifications:

  • Complaints regarding alleged civil rights violations may be made online or over the phone. Call (410) 396-3141
    • To file a complaint, visit 7 E Redwood St. during walk-in hours. Register at the front desk and ask to visit the Office of Equity and Civil Rights on the 9th Floor. 
    • When you arrive on the 9th Floor, you will find a table with blank complaint forms that you will be able to fill out and drop off. You may take a form with you to drop off at a later date. 
    • Please follow the CDC protocols at all times. Masks MUST be worn at ALL times while in the building.
  • Public outreach and education regarding civil rights violations are currently taking place virtually. 

Service Suspensions:

  • In-person complaints regarding an array of alleged civil rights violations are currently suspended. 

Office of the Inspector General (OIG)

Service Modifications:

  • The OIG will continue to have meetings with complainants and whistleblowers by appointment only. 
  • Call the OIG Hotline at 1 (800) 417-0430 for any tips and interviews will be scheduled.

Parking Authority of Baltimore City (PABC)

Service Modifications:

  • The Residential Permit Parking section will begin servicing customers on a Monday, Wednesday, and Friday, 8:30 am - 4:30 pm schedule beginning February 7, 2022.
