The Mayor’s Office of Correspondence and Constituent Services (MOCCS) helps residents access services through government agencies or nonprofit service providers when receiving constituent inquiries in-person, via phone, correspondence or email. MOCCS liaisons, acting on behalf of Mayor Brandon M. Scott, record a constituent’s concern(s) and contact the appropriate city agency for action and follow-up. MOCCS liaisons remain neutral and do not judge the validity of any constituent’s concern. City agencies make the final determination on the outcome of any action or service that may be provided by the City of Baltimore. MOOCS is also responsible for completing all ceremonial document requests (certificates of recognition, proclamations, and greeting letters) that are submitted through the city’s website.

Our main job is to keep track of letters and messages from citizens to the mayor. We also create special documents like certificates, proclamations, and friendly letters.

Request Ceremonial Documents

Mayor Brandon M. Scott gives ceremonial documents to recognize and congratulate Baltimore City residents and organizations, and welcome groups who are holding events in Baltimore. Here’s what you need to know: 

PLEASE NOTE:

  • Requests must be submitted at least two (2) weeks in advance (excluding In Memoriams)
  • At least 72 hours notice is appreciated for In Memoriam requests, but not required
  • All ceremonial documents may be picked up Monday-Friday from 9 AM-4:30 PM at the first-floor security desk in City Hall, (100 Holiday Street Baltimore, MD 21202)
  • All ceremonial requests can be mailed or picked up from City Hall, please indicate preference in form 
  • Please anticipate postal delays and submit requests as soon as possible

Request a Greeting Letter

The Mayor writes letters to say "welcome" to groups having big events in Baltimore. These events can be things like business meetings, festivals, school reunions, family gatherings, and other important get-togethers. Request a letter by filling out the form below.

ATTENTION: The Mayor's Office will only send greeting letters via email in PDF format. No pickup will be available at City Hall.

Request a Ceremonial Street Sign

Ceremonial Signs are special signs that go with regular street name signs. They're
used to show respect and remember important people from history, famous sports
teams or players, events, or local heroes and groups.

When you complete this application, it does not guarantee approval of the
ceremonial street sign. You will be notified whether your application is approved or
denied within 30 to 45 business days of receiving a completed application.
If you are missing information, the 30 to 45 days will begin when all information has
been received.

If approved, you will need to submit a check or money order for $150.00 made
payable to the “Director of Finance”.

If approved and once payment has been received, Baltimore City will have
approximately 2 business days to install your sign. Street Signs will be installed one
business day prior to date of installation!

Keep in mind you can only put up a special street sign at intersections where there are already
light poles or signposts. We won't allow it in the middle of a block unless it's
necessary. Every special street sign must have "Way" at the end, like "John Smith
Way."

If you want to keep the sign up for more than a year, you need to send in a new
application. If we approve and you want to keep it, you have to pay $150 each year
to the Director of Finance with a money order or check.
