If you contract with others for the collection, transportation, or disposal of solid waste, or if you  engage in the collection, transportation, or disposal of solid waste, you need a small haulers permit. 

Who should apply for a Small Haulers Permit?

  • You need a waste hauler's license if you contract with others for the collection, transportation, or disposal of solid waste; or engage in the collection, transportation, or disposal of solid waste.
  • A small haulers permit allows you to use our waste drop-off locations at the Northwest Transfer Station and the Quarantine Road Landfill.
  • You can dump materials for a fee of $20 per load.
  • Vehicles over 7,000 pounds are not eligible for a small haulers permit and must apply for a large waste haulers license.
  • Large waste haulers are only permitted to dump materials at the Quarantine Road Landfill. 

Register as a Small Hauler

  • Small commercial haulers can register for a permit through the Baltimore City Health Department.
  • You need to bring each of your vehicle’s registration forms to Environmental Inspection Services at 1001 East Fayette Street, Baltimore, MD 21202. 
  • Registration must include the weight of the vehicle.

Registration fees

  • $35 for each truck under 7,000 pounds
  • $100 for each truck over 7,000 pounds

Where to dump waste materials

Small Haulers are permitted to dump materials at the:

  • Northwest Transfer Station
  • Quarantine Road Landfill

  • $20 per load up to 7,000 pounds
  • $3.38 additional per 100 pounds over 7,000 pounds
