Grantee Oversight of Project Sponsors

The HOPWA Grantee Oversight Resource Guide provides guidance on how to manage HOPWA grants and information on the oversight of project sponsors.

All project sponsors are required to submit an Annual Progress Report (APR), also Exhibit F of all HOPWA sub-recipient contracts.

HOPWA Competitive Application Process

Every January, MOHS announces the release of a Consolidated Funding Application for the upcoming City Fiscal Year where new and renewing HOPWA applicants can submit project proposals for funding. Projects are selected based the community's needs, priorities, and availability of funding.

Before any awards are given, MOHS must make sure the applicants fulfill each of the following items below:

  • A Non-Profit 501(c)(3) tax-exempt or another city agency
  • In good standing with the State of Maryland (certificate of Good Standing can be obtained through the Maryland Department of Assessments and Taxation)
  • Registered in the System for Award Management (SAM) and have an active DUNS number
  • Two years of the most recent A-133 financial audits (renewal projects that do not have audits may submit two most recent years of accountant-prepared financial statements)
