Amendment to Baltimore City Annual Action Plan for Program Year 2019 (City Fiscal Year 2020) to Include HOPWA-CV Funded Activities
On March 27, 2020, the enactment of the Coronavirus Aid, Relief, and Economic Security (CARES) Act (Public Law No. 116-136) by the federal government awarded Baltimore City Supplemental Housing Opportunities for Persons with AIDS (HOPWA) Program Funds. Baltimore City’s allocation under the CARES Act is $1,208,711. These HOPWA-CV grant funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) for HOPWA eligible individuals and families.
The proposed uses of funds are listed below.
- Short-Term Rent, Mortgage, and Utility Assistance: Funds will be used to prevent homelessness for HOPWA eligible tenants or mortgagors for up to 24 months.
- Total Allocation: $643,550
- Allocation by jurisdiction:
- Baltimore City: $437,727
- Baltimore County: $195,814
- Carroll County: $7,800
- Queen Anne’s County: $2,209
- Supportive Services: Funds will be used for assisting HOPWA eligible households in accessing essential services and supplies such as food, medications, medical care, personal protective equipment (PPE), and information.
- Total Allocation: $354,656
- Allocation by jurisdiction:
- Baltimore City: $344,756
- Baltimore County: $8,700
- Carroll County: $1,200
- Leasing: Funds will be used to for hotels or motels, for self-isolation, quarantine, or provide other infection control for HOPWA eligible individuals and their family members
- Total Allocation: $126,700

- Baltimore City: $125,500
- Queen Anne’s County: $1,200
- Administrative Activities: General Management/ Oversight/ Coordination, Training on HOPWA requirements, Consolidated Plan, and Project Sponsor grant management.
