The Mayor’s Office of Homeless Services (MOHS), on behalf of the Mayor and City Council of Baltimore, announces a request for proposal for the Emergency Homeless Shelter Grant to provide shelter services for persons experiencing homelessness within the City’s Continuum of Care.

The three (3) emergency homeless shelter sites shall be operated as a dignified residential setting that supports persons experiencing homelessness to successfully transition back to housing stability.

Emergency Homeless Shelter Grant Extension

The Mayor’s Office of Homeless Services (MOHS) has extended this request for proposal for the Emergency Homeless Shelter Grant. All applicants receiving this competitive grant award shall operate and offer services that follow the City’s Continuum of Care Action Plan; to maintain the goal of making homelessness rare, brief, and nonrecurring. Organizations that have submitted a proposal in response to the previous deadline do not need to resubmit applications to be considered. The new deadline is Thursday, July 9, 2020, at 5:00 pm EST. All qualifying organizations are encouraged to apply.

Funding Source

Funding sources may be a combination of the agency’s approved federal, state, and local appropriation(s). All applicants receiving the award are subject to the applicable funding source laws and regulations in addition to requirements set by the Mayor’s Office of Homeless Services.

Applying for Funds

Funds are competitively awarded based on the applicant’s proposed service model, budget formation, fidelity to best practices, and organizational capacity. You may submit your proposal in PDF format to mohs.hsp.application@baltimorecity.gov. Late or hand-delivered submissions will not be considered.

Eligibility and Requirements

To be eligible for funding through the Emergency Homeless Shelter Grant, organizations must:

  • Be a registered non-profit 501(c) tax-exempt organization or another city agency.
  • Certify good standing with the State of Maryland (certification of good standing can be obtained through the Department of Assessments and Taxation website).
  • Submit two years of most recent independent audits (financial statements are not accepted).
  • Agree to participate in the Baltimore Continuum of Care (BCOC) meetings and to be a part of the collaborative body if granted an award.

Each proposal will be reviewed by the committee and may have additional eligibility factors, requirements, or conditions that are satisfactory to the City. The City reserves the right to make changes to the scope of services, grant requirements, statement of work, or funding allocation during the vetting process in accordance with service demand, available funds, and/or performance capacity.
