To obtain a residential parking permit, every year an applicant must provide the following:

 

Required documentation:

  • Current driver's license, state identification, or current passport
  • Current Maryland Vehicle Registration 
  • One form of Proof of Residency, such as:
    • A current lease that all parties including the landlord sign.  A digitally signed lease is accepted if processed through DocuSign or similar software.
    • Sublease agreements must be signed by all parties and be accompanied by the original signed lease agreement. 
    • All parties must have signed proof of home ownership documents. This includes deeds, settlement documents, and closing disclosures. "Under Contract" agreements are not accepted.
  • Utility bill in your name with current address, and is no less than 30 days old including:
    • BGE
    • Xfinity
    • Verizon DHL
    • Metered Water
  • Proof of home ownership (settlement papers)
  • Current driver’s license that reflects your current address

Off-Street Parking Requirement:
Areas 8, 9, 16, and 37 have off-street parking requirements for some residences.

If you have an off-street parking space (parking pad, driveway, or garage), you are not eligible for a decal if this is your only car. If you have more than one car, the first vehicle must use your off-street space and will not be eligible to purchase a decal, but a second or third car is eligible. Vehicle registration is required for each vehicle. The same protocol is used if you have more than one off-street space. 

If the vehicle registration is in someone else's name in state or outside of the State Maryland:

No further documentation is required if you and the registered owner share the same last name.

If you do not share the same last name, you only qualify for a 60-day temporary permit. To obtain a residential parking permit, you must provide a notarized letter from the vehicle owner. You must present your notarized letter online or in person before the 60-day temporary permit expires to obtain a residential parking permit. Notarized letters are valid for six months only.  The letter should include the following:

  • Owner permission to drive the vehicle
  • Owner permission to obtain a residential parking permit
  • Vehicle make, model, and VIN
  • Vehicle license plate number 

If the vehicle is registered outside of the state Maryland and in your name:

You only qualify for a 60-day temporary permit . You must obtain a valid MD Driver's License with the Maryland Motor Vehicle Administration. 

You must present your MD Driver's License online or in person before the 60-day temporary permit expires to obtain a residential parking permit.

Out of State Students, temporary workers (assigned 1-year or less), and active-duty military personnel qualify for a 60-day temporary permit. You must obtain a non-resident permit from the Maryland Motor Vehicle Administration.

You must present your non-resident permit, or receipt of purchase, online or in person before the 60-day temporary permit expires to obtain a residential parking permit.

If you are an 'In state' or 'Out of State' Dual-Resident:

You only qualify for a 60-day temporary permit. You must provide the following information online or in person before the 60-day temporary permit expires to obtain your residential parking permit:

  • Property tax statement for each property
  • One current utility bill for each property
