Standardizing Baltimore’s performance management across the City.

The Baltimore City Performance Team works with City agencies to develop and track performance plans. These plans set metrics for how well an agency is delivering services to residents and fulfilling internal operations. The Performance Team checks in with agencies multiple times per year to measure how well an agency is doing against their targets and brainstorm solutions to obstacles they may face. By strengthening the metrics used, standardizing review processes, streamlining data collection, and fostering inter-agency collaboration, the team is able to track compliance and increase transparency into agency services for residents.

The Performance Team is funded by the American Rescue Plan Act. It started in October 2022 and has two analysts. The City Performance Plans are now available online to the public.
