The Bureau of Procurement has three divisions – Procurement, Property Disposal, and the Digital Document Division – all report directly to the City Purchasing Agent.

The Property Disposal Program offers City agencies a professional service to remove unneeded property. Office furniture, office equipment and City-owned or abandoned vehicles are the most common items.
The Digital Document Division (aka - Print Shop) provides printing, finishing and binding services to all city agencies. City agencies are encouraged to use the Print Shop for all their printing needs.
We also work closely with the Mayor’s Office of Small and Minority Business Advocacy & Development (baltimorecity.gov) to ensure contracts include MBE/WBE participation. We encourage prime contractors seeking MBE/WBE firms for subcontracting to utilize the MWBOO directory.
Our mission is to be the strategic partner of all City agencies, providing them with the best commodities and services at the best value, in order to meet their operational goal to serve the citizens, while advancing the City’s objectives of transparency, fairness, social inclusion and sustainability. We define the “Best Value” according to public procurement best practices: delivering the right good or service, at the right time, to the right place, from the right source, and at the right price.
Our vision is to be the leader in interagency cooperation in public procurement and the benchmark for innovation and excellence in customer service.
