Through our innovative programs, we are making significant strides in transforming Baltimore's neighborhoods.

Fixed Pricing Program

The Fixed Pricing Program, launched on March 20, 2024, aims to streamline the disposition process for homeowners, nonprofits, community land trusts, and developers while promoting transparency in pricing.
During the initial phase (April 1 - July 1), the program prioritized Baltimore City residents who plan to restore and reside in the homes they purchase as their primary residence.

Judicial In Rem Foreclosure enables the Baltimore City Department of Housing & Community Development (DHCD) to foreclose on liens for vacant lots or buildings where the liens exceed the property's assessed value, thereby gaining ownership of the property. These liens typically include unpaid property taxes, environmental citations, water bills, and similar obligations. This approach allows DHCD to systematically acquire abandoned properties, block by block, and collaborate with communities on their future use. This strategy aims to expedite the City's efforts in addressing properties that negatively impact neighborhood conditions.

FY 23 Land Disposition Agreement Compliance Data

All City property sales are governed by a Land Disposition Agreement (LDA). The LDA functions as the sales contract, detailing sale terms and project specifications. The City's compliance section oversees these agreements, collaborating with developers to ensure timely permit issuance and project completion.
