Joanne Ashton is the Chief of Shared Services and Recruitment for the City of Baltimore’s Department of Human Resources (“DHR”). She provides leadership and guidance to the Offices of Shared Services, Recruitment, and Promotional Testing.

Ms. Ashton joined DHR in August of 2018 leading the Office of Shared Services. A short time later, she also became responsible for managing the Office of Recruitment and Promotional Testing. She has created a City-wide HR Community designed to improve communications and collaboration. She leads HR engagement projects, Workday Talent and Performance programs, Workday Recruitment, and the City-wide internship program.

Ms. Ashton has over thirty-five (35) years of experience in various companies and human resources to be a results-focused leader with a well-rounded HR skill set. She is known for being responsible for the delivery, promotion, and implementation of continuous improvement in HR strategies and programs.  

Ms. Ashton earned her Executive Master’s degree in Business Management from Walden University, a Bachelor's degree in Human Resource Management from Averett University, and an Associate's degree in Retail Management from Dutchess Community College. She is a Society for Human Resource Management Senior Certified Professional (SHRM-SCP). In addition, she is a member of the Chesapeake Human Resources Association (CHRA) and the CHRA Book Club, and a 2005 graduate of Leadership Howard County.
