About Rashard Singletary

Rashad A. Singletary serves as the Director of the Mayor’s Office of Neighborhoods for Baltimore City. In this capacity, he and his team partner throughout Baltimore City districts to assist community associations and residents with addressing concerns directly connected to their neighborhood. Director Singletary and team develop comprehensive strategies to ensure that the citizens of Baltimore City are connected to resources and programs offered by the Scott Administration. 

For a decade, Director Singletary has served in several capacities within the community violence intervention programming in Baltimore City. From 2013 to 2019, Rashad served as a site director for the Park Heights and Franklin Square Safe Streets programs where he provided oversight of daily operations and community engagement. In this role, he discovered his passion for addressing social disparities associated with community violence. Rashad, along with his colleagues where instrumental in assisting several high-risk community members with obtaining employment to shift the norms of violence within their target area. From 2019 to 2021, he served as the Community Violence Intervention Manager for Lifebridge Health where he assisted in the development in opening the Safe Streets Belvedere community violence intervention site. While serving in this role, Rashad and team had to develop community violence intervention solutions during COVID-19 to address various conflicts within the Northwest District. He also coordinated a youth empowerment cohort of at-risk youth in Park Heights to obtain weekly stipends and employment opportunities under the Lifebridge umbrella. From 2021 to 2023, Rashad served as the associate director of Gun Violence Prevention for the Mayor’s Office of Neighborhood Safety and Engagement. During his time in this role, he provided oversight to Community Violence Intervention programming and the Group Violence Reduction Strategy lead by the MONSE, BPD, and SAO. His vast knowledge in community engagement and gun violence intervention allowed him to assist with establishing the foundation for the CVI ecosystem. This work that would provide coordinated partnership between hospital violence intervention, school-based intervention, and community-based intervention programs in the city. Dir. Singletary also participated as a member of the National League of Cities to engage other cities around the country to explore best practices confronting community violence. 

Director Singletary is passionate concerning his service to the Scott Administration and the City of Baltimore. He strives to engage various communities to assist with developing community-based solutions for city residents.
