About Matthew Garbark

Matthew Garbark became the Director of the Mayor's Office of Infrastructure Development (MOID) in July 2022. In this role, he reports directly to Chief Administrative Officer Faith P. Leach and is responsible for coordinating, supporting, administering, and managing critical infrastructure projects and initiatives for Baltimore City. MOID is tasked with advising Baltimore City government agencies on the Infrastructure Investment and Jobs Act (IIJA) federal grant application development process, regulations, and procedures that impact the City’s procurement process. 

With a wealth of knowledge and expertise around city infrastructure, Matthew will lead MOID as the Infrastructure Czar with a primary focus on serving as the main point of contact for state and federal infrastructure spending and reporting requirements and establishing citywide standards, policies, and processes to deliver high-priority projects in an efficient, strategic, and accountable manner. He will also establish grant oversight and compliance protocols to ensure state and federal award reporting requirements are being met while coordinating major capital projects, supporting agencies as needed, and leading/managing projects. 

Matthew has over 15 years of experience working for the State of Maryland and Baltimore City. Prior to assuming this role, he served as the Deputy Director of the Baltimore City Department of Public Works (DPW). During that period, he served as Acting Director between February 2020 and April 2021. Between 2016 and 2019, Matthew worked in the Mayor's Office first as a Special Assistant and then as Deputy Chief of Staff. Between 2006 and 2015, he served as a Legislative Liaison and Analyst for the Maryland State Highway Administration and then for the Maryland Department of Transportation. 

Matthew earned his Bachelor of Arts from the University of Maryland, College Park and his Master of Business Administration from the University of Maryland University College.
