About Felicia T. Knight-Davis

Felicia T. Knight-Davis, Chief Human Resources Officer, joined the Department of Housing & Community Development in 2011 as an HR Generalist and HR Business Partner. Currently as Chief Human Resources Officer, she is responsible for planning, directing and managing all aspects of the human resources policies, objectives and strategies of the agency. Felicia has over 20 years of experience with the City of Baltimore, having begun her career with the Baltimore Police Department as a Community Service Officer in 1997.  During her tenure with the City of Baltimore, she has worked at the Fire & Police Retirement System (F&P) as a Public Information Officer and the Department of Human Resources as an HR Specialist. Felicia holds a Master of Science Degree in Public Administration from the University of Baltimore and a Bachelor of Science Degree in Business and Human Resources Management from Morgan State University.
