About Dr. Marvin L. J. Blye

Dr. Marvin L. J. Blye joined the Department of Housing & Community Development in April of 2023. Dr. Blye worked in city government with the Department of Transportation – Conduit Division since 2020, most recently as the Chief of Fiscal Services. Prior to that he served as the Contracts and Compliance Reporting manager for the Mayor’s Office of Employment Development for two years. 

As Chief of the Fiscal Unit, Dr. Blye serves on the senior leadership team directing and coordinating the agency’s financial affairs according to sound principles, Generally Accepted Accounting Principles (GAAP), and City, State, and Federal government regulations. He brings his background of managing accounting professionals and departments in the area of accounting controls and services for financial reporting, payroll systems, budgeting, expenditures, and the monitoring of grant funds. 

Dr. Blye holds a Doctor of Business Administration degree with a concentration in Accounting from Walden University, an MBA degree from Wilmington University, and an Accounting degree from the University of Maryland Eastern Shore. He, his wife, and son reside in Owings Mills, Maryland.
